Is Update needed before clashiversary?

War matchmaking is getting worse day by day it is not improving at all and after the introduction of clan games the clouds in coc has also increased a lot and there is a need of rebalancing in builder base. And we want to update that will fix one of the two main problems in coc so we either fix the war matchmaking or fix the clouds as soon as possible but fix both as soon as possible. And will we be able to see the updates before the clashiversary or not ?
